Artificial Intelligence is no longer a futuristic concept; it's already shaping the way we bank, learn, shop, receive medical care, and even interact with government services. But while AI systems have become more powerful, their inner workings have grown more complex and opaquer. Modern AI models, intense learning systems, often behave like "black boxes", producing decisions without offering any clear understanding of how those decisions were made. This lack of transparency is not just a technical flaw; it’s a growing concern for ethics, accountability, and trust.
Explainable AI (XAI) seeks to resolve this problem. It is a field of research and practice that focuses on making AI systems more interpretable and comprehensible, especially in contexts where decisions carry high stakes. Whether it's determining creditworthiness, making a hiring recommendation, or diagnosing a disease, users and stakeholders increasingly want, and deserve, to know why an AI system behaved a certain way.
As AI systems become more embedded in critical decision-making processes, the need for explainability becomes urgent. The trust that users place in technology is heavily dependent on transparency. Without an explanation, even the most accurate algorithm can become a source of suspicion or controversy.
This is not just a hypothetical problem. Real-world cases like the 2020 healthcare bias incident in the U.S., where a predictive algorithm was found to systematically under-treat Black patients, or the UK’s grading algorithm scandal that impacted thousands of students, reveal how opaque AI can create real and lasting harm. These events underscore why systems that make life-altering decisions must be explainable, fair, and accountable.

Despite progress, XAI is far from a silver bullet. There are real and persistent limitations that need to be addressed if explainability is to become effective and meaningful.

Second, many current XAI methods provide approximate or partial explanations. For example, SHAP values or LIME approximations might give users a sense of which features mattered most, but they may not capture the full decision logic, especially in systems with millions of parameters.
Moreover, the subjectivity of interpretability remains a challenge. What is “clear” to a data scientist may be unintelligible to a judge, doctor, or consumer. Without context-specific interfaces, XAI tools can overwhelm rather than clarify.

These mandates should require AI systems to generate explanations that are not just technically accurate but also intelligible to the end user. Now, subordinate rules and sector-specific standards must give the idea of “meaningful explanation” both definition and enforceability.
At the educational level, capacity-building initiatives are essential. Lawmakers, judges, regulators, and civil society actors must be equipped to understand both the promise and limits of explainability. Public literacy around AI should include not just what AI can do, but how its decisions can and should be interrogated.
Finally, the success of XAI depends on a cultural shift: organisations must stop treating explanation as a regulatory burden or reputational risk and start viewing it as a pillar of ethical design. In the long run, systems that can be questioned will be systems that are trusted.
India has the opportunity to set a global benchmark for explainable, accountable AI, not just in theory, but in practice. It must act with urgency, clarity, and commitment. Because a future where AI is explainable is not just more efficient, it’s more democratic.
